PSIAP MCV QoE

In February 2019, PSCR awarded the Public Safety Innovation Accelerator Program (PSIAP) Mission Critical Voice Quality of Experience (MCV QoE) funding opportunity. The intent of the funding opportunity is to generate publicly-released data sets and a QoE model, which correlate impairments in the communication systems first responders currently use to real task performance. Award recipients will help achieve this by creating test devices and infrastructure to simulate these impairments, develop a test capability/methodology for human testing, and apply these tests to a diverse pool of first responders representing multiple disciplines, regions, and demographics while performing critical tasks in realistic operating conditions. This award will have a term of three years beginning in FY2019. 

need for research

The public safety community has used Land Mobile Radios (LMR) for over eight decades. While equipment may vary, users consistently use half-duplex radios with push-to-talk (PTT) capability. Therefore, this research data will be key in quantifying the impact on real users of public safety mission critical push-to-talk (MCPTT) systems and their corresponding QoE. This data will also be used to compare existing LMR against emerging communication technologies (currently 4G/5G broadband) for the entire United States public safety community.
