In accordance with the Help America Vote Act (HAVA), NIST provides the Technical Guidelines Development Committee (TGDC) with the technical assistance necessary to develop voluntary voting systems guidelines for consideration by the Election Assistance Commission (EAC). NIST has coordinated with the TGDC to host a number of public meetings, at which NIST technical staff presented results of analysis and recommendations for voluntary voting systems guidelines. That initial work culminated in the production of the Voluntary Voting System Guidelines (VVSG) Version 1.0, which the TGDC delivered to the EAC on May 9, 2005.
NIST subsequently consulted with the TGDC to develop a major revision of the VVSG, which was provided to the EAC on August 31, 2007. This document, known as the 2007 TGDC Recommended Guidelines, was not adopted by the EAC, and the EAC subsequently used selected material from the document to update the VVSG 1.0, creating the VVSG 1.1.
