Combine sugar, flour, unsweetened cocoa powder, baking powder, and salt together in mixing bowl.
Mix in the vegetable oil, vanilla extract, and eggs.
Now add in the chocolate chips. Mix again.
To avoid sticking, spray the metal pan with oil or place parchment paper in the pan.
Pour the brownie batter into the pan.
Place the pan into the oven and set a timer for 20 minutes.
Remove from the oven. Brownies are done when a toothpick inserted in the center comes out clean.
Let the brownie rest for 10 minutes.
