Laws and Regulations Program

Provides technical assistance and training on package labeling, method of sale, net quantity, price verification and engine fuel quality. The staff works with the Food and Drug Administration (FDA), the Federal Trade Commission (FTC) and the U.S. Department of Agriculture (USDA) and other agencies to ensure uniform interpretations of labeling and net quantity laws and regulations.

The staff provides technical assistance for the following handbooks:

The staff serve as Technical Advisors to committees and work groups such as the Laws and Regulations Committee (The NCWM Committee charged with reviewing proposed changes to NIST Handbook 130 and NIST Handbook 133):

The goal of this program is to promote, provide uniformity, and training for the following:

  •  NIST Handbook 130
  • NIST Handbook 133
  • Examination Procedure for Price Verification
  • Regulations under the Fair Packaging and Labeling Act (FPLA, 15 U.S.C. Section 1451-1461)
  • Unit Pricing Guide “A Best Practice Approach to Unit Pricing (NIST SP 1181)
  • The SI (International Systems of Units), a.k.a. the metric system, as the preferred system of weights and measures for trade and commerce

The program works with many federal agencies, the States, standards development organizations, business & industry, NCWM and OIML:
