Project Description

The NICE Workforce Framework for Cybersecurity (NICE Framework) (NIST SP 800-181) is used in career discovery, education and training, hiring and continuous learning, workforce management and planning, and career planning and development. It defines cyber work and capabilities across an organization and can be used across industries, in public and private sectors, nationally and internationally.

The NICE Framework defines a common language to clearly describe cyber work and the workforce knowledge and skills required to complete that work. To do so, it takes a modular approach based on Task, Knowledge, and Skill (TKS) statements to define common Work Roles and Competency Areas.

The NICE Framework started with a focus on IT when it was first developed in 2007. When it was revised in 2020, references to “information technology” were revised to simply call out “technology” in order to more clearly represent its broader cyber scope extending to all technologies, including Operational Technology (OT).

This project – a joint NIST Information Technology Laboratory effort between the National Cybersecurity Center of Excellence (NCCoE) and the NICE program – will introduce a new OT Asset Management Competency Area or Work Role for inclusion in the NICE Framework. The framework already has planned work to develop an Asset Management Competency Area, but the distinct nature of this work in an OT environment, coupled with a new NCCoE effort focused on this area, provides NICE with an opportunity to engage with that work from a workforce perspective, identifying the core capabilities needed for effective OT asset management.

This effort will be to coordinate with the NCCoE team to during their research to:

  • Determine whether a Competency Area or Work Role development would be most useful for stakeholders
  • Define NICE Framework components (name, description, and statements) for inclusion in the NICE Framework

Outcome

Development of a new OT Asset Management NICE Framework component to be released for public comment.

Collaboration

Participants in this project will meet virtually biweekly (starting with a project kick-off meeting) or as needed. Regular participation is expected. Work may be assigned for completion between meetings. Expected time commitment between meetings will vary throughout the project, roughly averaging 2-3 hours biweekly. Expected time to completion: 5 months
