The Office of Advanced Manufacturing (OAM) serves as the headquarters for the interagency Advanced Manufacturing National Program Office to coordinate Manufacturing USA, a network of manufacturing innovation institutes across the country that brings together industry, academia, and the public sector to advance American manufacturing. OAM is also responsible for the NIST-sponsored manufacturing innovation institute, NIIMBL, other NIST-funded awards to Manufacturing USA institutes, and the Advanced Manufacturing Technology Roadmap Program.

OAM has three divisions: Partnerships and Outreach Division, Policy and Strategy Division, and Program Operations Division. All three divisions anticipate the need to fill the following positions:

Communications Specialist

The NIST Office of Advanced Manufacturing Partnership and Outreach Division anticipates the need to fill the position of Communications Specialist in Gaithersburg, Maryland USA.

The Office of Advanced Manufacturing (OAM) serves as the headquarters for the interagency Advanced Manufacturing National Program Office to coordinate Manufacturing USA, a network of manufacturing innovation institutes across the country that brings together industry, academia, and the public sector to advance American manufacturing. OAM is also responsible for the NIST-sponsored manufacturing innovation institute, NIIMBL, other NIST-funded awards to Manufacturing USA institutes, and the Advanced Manufacturing Technology Roadmap Program.

The Partnerships and Outreach Division Communications Specialist will manage communications for NIST OAM funded awards in support of the division’s objectives to develop strategic partnerships, outreach, communications, and manufacturing workforce initiatives that strengthen U.S. competitiveness in advanced manufacturing. This position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement and communicate the Manufacturing USA component of the CHIPS R&D strategy and advanced manufacturing innovation through new Manufacturing USA institutes and network collaboration and engagement opportunities.  

This position will manage communications for OAM related to: launching new Manufacturing USA institute(s)– including those pertaining to the CHIPS + Science Act, other funding opportunities, award announcements, and project impacts/success stories. The position will report to the Partnerships and Outreach Division Chief and work in close consultation with other members of the division, representatives from the Program Operations Division, NIST Public Affairs Office and the CHIPS R+D office, and key Manufacturing USA network stakeholders. Duties include coordinating messaging, writing and editing content for a variety of target audiences, engaging with many internal and external stakeholders, and helping to improve program communications.

The series, level and salary range for this position is ZA 301-IV $132,368 - $172,075. Exact compensation may vary based on skills and experience.

Competition Support Specialist

 

The NIST Office of Advanced Manufacturing (OAM) Programs Operations Division anticipates the need to fill the position of Competition Support Specialist in Gaithersburg, Maryland, USA.  

OAM serves as the headquarters for the interagency Advanced Manufacturing National Program Office to coordinate Manufacturing USA, a network of manufacturing innovation institutes across the country that brings together industry, academia, and the public sector to advance American manufacturing. OAM is also responsible for the NIST-sponsored manufacturing innovation institute, NIIMBL, other NIST-funded awards to Manufacturing USA institutes, and the Advanced Manufacturing Technology Roadmap Program. 

The Program Operations Division of OAM Competition Support Specialist position will support extramural initiatives that build advanced manufacturing ecosystems to foster U.S. economic competitiveness. This position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement the Manufacturing USA component of the CHIPS R&D strategy and support advanced manufacturing innovation through competitive awards to establish new Manufacturing USA institutes.      

This position provides administrative support for Competitions and awards processes while working with the Competition Manager, others in the Program Operations Division, and across the OAM team as appropriate. The incumbent will manage communications with reviewers and evaluation panelists, field competition related correspondence from external stakeholders, arrange site visits, and develop templates for competition-related official documentation needed by NIST. The position requires close engagement with other staff within OAM and with other NIST Offices to ensure efficient and secure communication regarding NIST competitions and coordination of logistics for hosting meetings. 

The series, level and salary range for this position is ZA-0301 II $64,957 to $102,166 or ZA-0301 III $94,199 to $145,617. Exact compensation may vary based on skills and experience.

Data Scientist

This position will support secure information management and impact reporting for externally funded initiatives supporting technical research and Educational and Workforce Development (EWD) programs in advanced manufacturing sectors. This staff member will work with the federal program management teams supporting competitions and the Commerce-sponsored Manufacturing USA institutes to strengthen impact of funded programs and ensure efficient and secure execution of competitions, including those supporting the mission of the CHIPS Act R&D initiatives. The work involves close collaboration with other divisions within OAM and with external grantees to establish efficient information organization and retrieval for status and impact reporting.

Events and Outreach Specialist

This new position will be responsible for helping to identify key external events and conferences for OAM and lead the planning of the same. This includes national teaming events around new institute competitions, new Manufacturing USA institute launches, annual Manufacturing USA network meetings, new Manufacturing USA Council, select targeted conferences for the network, OAM and network-related speaking engagements, and logistics for any new strategic events determined in close coordination with subject matter experts and technical leads across the office and from within the network. Work involves working closely with NIST Conference Services and external vendors to effectively plan and execute meetings, as well as gathering input and involvement from a variety of stakeholders such as office leadership, the Partnerships and Outreach Division, subject matter experts, representatives from the CHIPS R+D office as appropriate, and the Manufacturing USA network.

The Policy and Strategy Division Industry Analyst position will analyze domestic and international manufacturing innovation systems and use the results to inform programmatic decisions. This position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement the Manufacturing USA component of the CHIPS R&D strategy and support advanced manufacturing innovation through competitive awards to establish new Manufacturing USA institutes.    

This position will lead research and analysis of internally and externally generated information from government, academic and industry groups involved with domestic and international advanced manufacturing.  The position will be responsible for developing integrated options for U.S. program and policy to foster a globally competitive U.S. manufacturing sector based on advanced manufacturing technologies, supply-chain initiatives, and workforce development activities. Successful candidates will also be expected to communicate and implement the strategy in cooperation with other federal agencies, OAM divisions, and the Manufacturing USA network. The position requires managing relationships with OAM divisions and other NIST Offices to ensure federal engagement in funded initiatives increase the impact of the Manufacturing USA program.

This new position will be responsible for and dedicated to coordination between federal stakeholders and partnerships among the interagency team for the Manufacturing USA institutes and network. Expected duties include: planning and managing monthly Interagency Working Team meetings; building relationships and alliances with the 9 federal agency partners involved in Manufacturing USA as they pertain to opportunities for the Manufacturing USA institutes; coordinating with other OAM divisions and CHIPS-related partnership positions on engagement and expansion opportunities; and managing projects to further build awareness and identify opportunities to add value for the network (across the interagency team and other targeted manufacturing-related federal agencies).

The Policy and Strategy Division Performance Evaluation Manager will update, improve, and implement a metrics and evaluation system that helps understand the effectiveness of advanced manufacturing programs and ecosystems that foster U.S. economic competitiveness. This position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement the Manufacturing USA component of the CHIPS R&D strategy and support advanced manufacturing innovation through competitive awards to establish new Manufacturing USA institutes.  

This position will lead the development of an improved performance evaluation system, including metrics, measurement methods, analysis techniques, and feedback mechanisms that improve performance for government-sponsored advanced manufacturing programs and projects, including semiconductors.  Successful candidates will also be expected to work with other U.S. government agencies, OAM divisions, the Manufacturing USA institutes, and industry partners to develop the system and ensure smooth implementation. The position requires close engagement with other divisions within OAM, with other NIST Offices, and with senior NIST leadership to ensure efficient communication, promote federal objectives in funded initiatives, and contribute to an overall strategy for increasing impact of the Manufacturing USA program.

Strategic Initiatives Manager

The NIST Office of Advanced Manufacturing - Policy and Strategy Division anticipates the need to fill the Strategic Initiatives Manager in Gaithersburg, Maryland USA.

The Office of Advanced Manufacturing (OAM) serves as the headquarters for the interagency Advanced Manufacturing National Program Office, which coordinates Manufacturing USA, a national network of manufacturing innovation institutes that brings together industry, academia, and the public sector to advance American manufacturing. OAM is also responsible for the NIST-sponsored manufacturing innovation institute, NIIMBL, other NIST-funded awards to Manufacturing USA institutes, and the Advanced Manufacturing Technology Roadmap Program.

The Policy and Strategy Division Strategic Initiatives Manager will develop and lead technology and policy initiatives with cross-agency partners to support implementation of key advanced manufacturing technologies in the microelectronics and semiconductor sectors in the U.S.   This position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement the Manufacturing USA component of the CHIPS R&D strategy and support advanced manufacturing innovation through competitive awards to establish new Manufacturing USA institutes.  

This position will lead the lead the identification of key technology systems, materials, devices, physics, and the necessary research and development for advancing semiconductor manufacturing.  The work will build upon previous government, academic and industry studies combined with more recent knowledge of the dynamic global competitive landscape.  Successful candidates will also be expected to work with other U.S. government agencies, OAM divisions, the Manufacturing USA institutes, and industry partners to develop aligned programs to have the quickest and most sustainable impact possible. The position requires close engagement with other divisions within OAM, with other NIST Offices, with senior NIST leadership and cross-agency teams to ensure efficient communication, promote federal objectives in funded initiatives, and contribute to an overall strategy for increasing impact of the Manufacturing USA program.

Basic Requirements

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET OR(2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure-- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test-- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

ZP IV Specialized Experience

In addition to the above basic requirements, one year specialized experience equivalent to at least GS-12 (ZP-III at NIST) is required. Specialized Experience is defined as experience planning and carrying out industry research and development or government innovation programs, with a focus on later stage research and development in microelectronics or semiconductors. Experience planning or directing technical work in microelectronics or semiconductor manufacturing systems and experience in government policy development or industry strategy development is desired.

ZP V Specialized Experience

In addition to the above basic requirements, one year specialize experience equivalent to at least GS-14 (ZP-IV at NIST) is required. Specialized Experience is defined as experience formulating and conducting industry research and development or formulating and leading government innovation programs, with a focus on later stage research and development in microelectronics or semiconductors. Experience managing complex interdisciplinary technical work in microelectronics or semiconductor manufacturing systems and experience in government policy development or industry strategy development is desired.

Strategic Partnership Specialist

The NIST Office of Advanced Manufacturing - Policy and Strategy Division anticipates the need to fill the position of Strategic Partnership Specialist in Gaithersburg, Maryland USA.

The Office of Advanced Manufacturing (OAM) serves as the headquarters for the interagency Advanced Manufacturing National Program Office, which coordinates Manufacturing USA, a national network of manufacturing innovation institutes that brings together industry, academia, and the public sector to advance American manufacturing. OAM is also responsible for the NIST-sponsored manufacturing innovation institute, NIIMBL, other NIST-funded awards to Manufacturing USA institutes, and the Advanced Manufacturing Technology Roadmap Program.

The Policy and Strategy Division Strategic Partnership Specialist will develop and implement a partnering strategy that builds advanced manufacturing ecosystems to foster U.S. economic competitiveness. This Position requires working with dynamic and mission-driven colleagues within OAM and across NIST to implement the Manufacturing USA component of the CHIPS R&D strategy and support advanced manufacturing innovation through competitive awards to establish new Manufacturing USA institutes.     

This position will lead the development of a partnering strategy to bring together government, academic, and industry groups to focus on developing and implementing advanced manufacturing technologies (including semiconductor and related technologies) in regional U.S. ecosystems.  Successful candidates are also expected to communicate and implement the strategy in cooperation with other U.S. government agencies, OAM divisions, the Manufacturing USA institutes and industry partners. The position requires close engagement with subject matter experts, other divisions within OAM, other NIST offices, representatives from the CHIPS R+D office, and senior NIST leadership to ensure efficient communications, promote federal objectives in funded initiatives, and contribute to an overall strategy for increasing the impact of Manufacturing USA and the CHIPS program.

The series, level and salary range for this position is ZP-1301-III $78,592 to $122,459 or ZP-1301-IV $112,015 to $172,075. Exact compensation may vary based on skills and experience.

Specialized Experience is defined as carrying out complex interdisciplinary technical work involving developing partnerships between a range of federal, state, local governments, academia, and industry to advance late-stage research and development.  Experience working with peers developing methods and procedures for creating manufacturing ecosystems and experience in government policy or industry strategy, especially in the semiconductor industry, is desired.

ZP IV Specialized Experience
