Charles Romine

Charles Romine is director of the Information Technology Laboratory (ITL). ITL is one of six research laboratories within the National Institute of Standards and Technology (NIST) with an annual budget of $120 million, nearly 400 employees, and about 200 guest researchers from industry, universities and foreign laboratories.

Romine oversees a research program that cultivates trust in information technology and metrology by developing and disseminating standards, measurements, and testing for interoperability, security, usability, and reliability of information systems.

Samantha Maragh

Samantha Maragh leads NIST's programs supporting genome editing technologies with a primary focus on innovation in genome editing and measurements for the field of gene and cell therapies.  She also works on projects supporting better measurements and assays for early detection of cancer biomarkers in collaboration with the National Cancer Institute's Early Detection Research Network. Her research is focused on measurement assurance and technology development for genome editing, bioassay and biomarker validation, with applications in engineering biology, precision/regenerative medicine, and cancer biology.

Teresa Duncan is an NRC postdoc in the Materials Science and Engineering Division of the NIST Materials Measurement Laboratory. She received her Ph.D. in chemistry from Georgetown University studying the use of polymeric gels for cleaning artwork. She is currently editor-in-chief of heritagebites.org, a blog for disseminating research in heritage science. In her free time, she enjoys DIY home renovation projects, gardening, drawing, cooking, and traveling.

Justin Kates

Justin joined the Nashua, New Hampshire, Mayor’s Cabinet in August 2011 after coming from the Delaware Emergency Management Agency. In his role as director of emergency management, Justin coordinates city-wide emergency response efforts by working with federal, state, and other areas of municipal government in obtaining the necessary resources to recover after a disaster. He is a certified emergency manager affiliated with the International Association of Emergency Managers (IAEM) and serves as IAEM’s vice president for the six New England states.

Mary Theofanos

Mary Theofanos is a computer scientist with NIST’s Material Measurement Laboratory where she performs research on usability and human factors of systems.  Mary is the project lead for the Public Safety Communications Research (PSCR) usability effort evaluating human factors and usability of PSCR technology. She is the program manager responsible for developing standards for usability.  She represents NIST on the ISO JTC1 SC7 TAG and is convener of WG 28 on the usability of software systems.  She is the principal architect of the Usability and Security Program evaluating the usability of cybersecurity and biometric systems.
