Internet of Things Advisory Board

Overview

In January, 2020, the Congress enacted the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law No. 116-283). Section 9204(b)(5) of this act established the Internet of Things Advisory Board (IoTAB) within the Department of Commerce. In accordance with the Federal Advisory Act, as amended, 5 U.S.C., App., the IoTAB was chartered in December 2021.

Current Charter

Members - The National Institute of Standards and Technology (NIST) invited and requested nominations of individuals for appointment to the IoTAB. All members were appointed on Oct. 11, 2022 and all member terms expire on Oct. 10, 2024.

Scope and Objectives

Advise the Internet of Things Federal Working Group (IoTFWG) on:

the identification of any Federal regulations, statutes, grant practices, programs, budgetary or jurisdictional challenges, and other sector-specific policies that are inhibiting, or could inhibit, the development of the Internet of Things;
situations in which the use of the Internet of Things is likely to deliver significant and scalable economic and societal benefits to the United States, including benefits from or to—
- smart traffic and transit technologies;
- augmented logistics and supply chains;
- sustainable infrastructure;
- precision agriculture;
- environmental monitoring;
- public safety; and
- health care;
whether adequate spectrum is available to support the growing Internet of Things and what legal or regulatory barriers may exist to providing any spectrum needed in the future;
- policies, programs, or multi-stakeholder activities that—
  - promote or are related to the privacy of individuals who use or are affected by the Internet of Things;
  - may enhance the security of the Internet of Things, including the security of critical infrastructure;
  - may protect users of the Internet of Things; and
  - may encourage coordination among Federal agencies with jurisdiction over the Internet of Things;
  - the opportunities and challenges associated with the use of Internet of Things technology by small businesses; and
  - any international proceeding, international negotiation, or other international matter affecting the Internet of Things to which the United States is or should be a party.

The IoTAB shall submit to the IoTFWG a report that includes any findings and recommendations. The IoTFWG will be providing that report in its entirety to Congress.

The membership of the IoTAB consists of sixteen members and a chairperson. The Secretary of Commerce appoints all members of the IoTAB. The IoTAB will meet on a schedule necessary to complete the report . All meetings are open to the public. The IoTAB invites public comments on its activities and the topics within its scope. Upcoming Events

The agenda for the March meeting will focus on establishing consensus on the outline of the IoT Advisory Board’s report and data gathering framework. The agendas for the April and May meetings will focus on discussing of specific focus areas for the report cited in the legislation and the charter. The agendas will be published as they become available.

Each IoT Advisory Board meeting agenda will include a period, not to exceed sixty minutes, for public comment. Public comments for presentation will be selected on a first come, first served basis and limited to five minutes per person.
