Division Chief for National Programs and Acting Division Chief for National Platforms

Dr. Jyoti K. Malhotra serves as the Division Chief for National Programs and the Acting Division Chief for National Platforms for the Hollings Manufacturing Extension Partnership (MEP) program at the National Institute of Standards and Technology (NIST). She is a member of MEP’s senior leadership team in strategic planning and operations. The National Programs Division is the primary interface between MEP and the MEP Centers with respect to strategic alignment and partnerships. This Division has the responsibility to develop and deploy products, technology innovation, and business services to all 51 MEP Centers to enable small and medium-sized manufacturers advance in their existing markets and/or pivot to new markets. The Division conducts industry analyses and studies emerging markets and advanced manufacturing technologies (e.g. I4.0, cyber, semiconductor, food and beverages, clean energy, aerospace, defense, biomanufacturing) to determine which products and services can advance small and medium-sized manufacturers be competitive in a global market. Dr. Malhotra provides direction for the development and implementation of national initiatives through interagency partnerships and collaborations with the NIST laboratories, federal laboratories, federal and state agencies, educational institutions, Manufacturing USA Institutes, trade associations, non-profits and other stakeholders. The Division integrates the strategic pillars of supply chain, manufacturing technologies, and workforce to enable timely delivery of products and services to empower U.S. manufacturers.

Dr. Malhotra provides direction and leadership to the National Platforms Division to transform the MEP National Network in supply chain optimization, knowledge and learning management system and the manufacturing workforce development. This Division implements national initiatives of importance to the Network through tools, training, MEP Center board development, MEP Center executive development, and MEP staff leadership development by collaborating with the state governments, non-profits and institutions of higher education. The Division also collects, manages, and disseminates knowledge concerning the MEP program and new opportunities for the U.S. manufacturers. The Division facilitates collaborations within the MEP National NetworkTM between NIST MEP and the MEP Centers with respect to operational working groups of communities of practitioners.

Dr. Malhotra has vast experience in interdisciplinary materials and devices research, product development, manufacturing, and commercialization enabling various applications in semiconductor, electronics packaging, energy storage, microelectromechanical systems (MEMS), flexible printed electronics, LED lighting and medical devices. She is an inventor on multiple fully issued U.S. Patents and has many scientific publications.

Very recently, she worked at the Saint Louis University, a Jesuit research university, directing industry partnerships for the university’s Office of VP for Research and Partnerships. She worked closely with university-wide faculty and launched new industry partnerships, advancing both research and education goals of varied disciplines (e.g. geospatial, drug discovery, biotherapeutic innovation and additive manufacturing).

Prior to higher education service, Dr. Malhotra spent approximately two decades in the industry environment, working mainly for small-sized manufacturers. As a COO of a small medical device manufacturer, she built the quality management system in compliance to ISO requirements and FDA regulations for Good Manufacturing Practices. Zero non-compliance record was achieved under Dr. Malhotra’s leadership. The bulk of her industry experience comes from a specialty chemical manufacturer, directing new technologies advancement, fostering new business growth and new product market entries. During industry life, she led cross-innovative collaborations/partnerships with many government agencies, universities, national laboratories, private sector (small and large companies), and global consortia.

Dr. Malhotra received her doctorate from the Missouri University of Science and Technology and her post-doctorate from the Department of Energy’s Argonne National Laboratory.
