Scott Dockum is a Group Manager with the National Institute of Standards and Technology (NIST) Manufacturing Extension Partnership (MEP) program. Scott supervises a team of federal program managers to execute a $68M manufacturing program portfolio to fund a MEP Center within 27 states according to federal statutes, regulations, and policies. He leads a cross-functional team that develops, executes, and communicates implementation plans for each MEP Center within the portfolio to include review and approval of annual cooperative agreements, scope of work, operating plans, programmatic requirements, and goals across the assigned program portfolio. He serves as an expert in federal grants, cooperative agreements, and federal contract initiatives that positively impact U.S. manufacturing and works closely with both internal and external stakeholders to ensure compliance requirements are met across the portfolio.
Before joining NIST, Scott was a program specialist and senior policy advisor for the National Aeronautics and Space Administration (NASA) Small Business Innovation Research (SBIR) Program. Scott led a team in the implementation and execution of a $200M NASA department-wide SBIR / STTR program. Served as Program lead and senior advisor for solicitation development, review, and selection of SBIR / STTR Phase I and II award contracts. Led and managed a team through the development and publication of the NASA SBIR / STTR solicitations under which small businesses apply, through the engagement and coordination with the relevant NASA SBIR / STTR stakeholders, including four NASA Mission Directorates, the NASA Contracts Office, and the NASA Office of General Counsel. Led a team of both federal employees and contractors to execute the review and selection of approximately 1,600 Phase I and 300 Phase II awards submitted on 114 SBIR / STTR topic areas to ensure the NASA SBIR / STTR program maintains a high level of integrity, meets federal mandates, policies, statutes, schedule requirements, budget, and supports a high level of quality for the selected awards.
Before joining NASA, Scott led and managed the U.S. Department of Agriculture (USDA) SBIR program as the Program Manager and led a team of PhD scientists and administrative staff in the implementation and execution of the USDA-wide SBIR grant program. Provided guidance, programmatic goals, oversight, and coordination for a large scientific and administrative staff to ensure that the scientific and administrative activities programs follow Federal law and USDA policies, regulations, and procedures. Oversaw the grant life cycle of approximately 395 Phase I and 115 Phase II SBIR grants, with a total obligation of over $98 million in awards to small businesses.
Scott has also worked at the Environmental Protection Agency, leading policy programs under the Chief Financial Officer. He also spent 13 years working in private industry in the areas of technology innovation and technology transfer under DOD contracts.
