Supply Chain Group Manager

Angelina Rivera serves as Supply Chain Group Manager for the National Platforms Division of the National Institute of Standards and Technology’s Manufacturing Extension Partnership (MEP). She leads the supply chain team to identify current and future trends in manufacturing, especially those affecting small and medium-sized manufacturers. Her focus is the needs and barriers to market supply chain gaps. She also helps support the Supply Chain Optimization and Intelligence Network. Angelina leverages the collective knowledge, skills, and service delivery capacity of the MEP National Network (with 51 MEP Centers in each state and Puerto Rico) along with strategic partners to generate supplier development opportunities that reach a greater number of manufacturers. 

Angelina has over 25 years of experience in the manufacturing industry. She has held various positions from document control to sales and marketing in the private sector. From 2006-2023 she worked for the Marine Depot Maintenance Command in various positions including Command Executive Secretary, Budget Analyst, Administrative Advisor, and Supervisor Production Analyst. As a Supervisor Industrial Specialist, she managed the Metals, Coating, and Centralized Disassembly Branch for Production Plant Barstow (PPB), overseeing vehicles from the beginning of the repair cycle through final paint. As of December 2023, Angelina has worked for the Manufacturing Extension Program at NIST.

Over her career she has helped companies obtain ISO 9000 certification and recertification, and managed internal ISO auditing and document control. She has served as an ISO auditor and lead auditor. She obtained her Lean Manufacturing Training Certification in 2003, Lean Six Sigma Certified Green Belt in 2017, and Lean Six Sigma Black Belt in 2017, and has led several continuous process improvement projects. For example, she integrated information management by developing electronic documents to improve operations, productivity and provide cost savings. She increased document control efficiency by identifying and resolving issues and developing new processes. Angelina led over 70 process improvement projects at PPB. Her efforts eliminated bottlenecks, removed waste, streamlined processes, and reduced costs. Examples include establishing a centralized disassembly area, process reduction for weld repair cycle times, and standard work sequencing for all commodities from centralized disassembly to final paint. 

As the Certified U.S. Marine Corps Yellow Belt Lead Instructor for PPB, she trained 600 individuals in continuous process improvement. She developed training modules focused on audience needs, including charter writing and value stream mapping. Angelina served as Team Lead on the Management Leader and Employment Involvement Sub-Committee of the Voluntary Protection Program. She was an active member for the Employee Recognition Day Committee and served as vice president of the board. Angelina holds a certificate in disruptive strategy from the Harvard Business School Online and a Bachelor of Business Administration from the University of Arizona Global Campus.
