Designation Requirements for Singapore

Phase I: Testing Laboratories

The Info-communications Media Development Authority (IMDA formerly IDA) is the regulatory authority for telecommunications and EMC in Singapore. Recognition procedures for foreign testing laboratories and certification bodies are described in its Scheme document "Recognizing Foreign Testing Laboratories and Certification Bodies for Conformity Assessment", (IMDA MRA Rec Scheme Issue 1 Rev 6, September 2022).

General CAB Requirements

The CAB must meet the following requirements:

Application Documents & Process

The CAB shall submit the following documents to NIST electronically at mra [at] nist.gov (mra[at]nist[dot]gov).

Once NIST has reviewed the application and confirmed its completeness, NIST will forward a designation request to IMDA, who, under the terms of the MRA, has up to 60 days to respond to NIST.

Phase II: Certification Bodies 

General CAB Requirements

The CAB must meet the following requirements: 

Application Documents &  Process

The CAB shall submit the following Phase II documents to NIST electronically to mra [at] nist.gov (mra[at]nist[dot]gov).

  • A cover letter or e-mail that includes:
    • A request to NIST for CAB designation to IMDA under Phase II of the APEC Tel MRA
    • Primary contact person’s name, mailing address, phone number including extension (if any), email
    • Alternate contact person’s name, mailing address, phone number including extension (if any), email
    • Desired IMDA Scope of Recognition for Phase II – please review the links in the Standards Available for Recognition section above.   
    • A copy of the CB's Scope and Certificate of Accreditation to ISO/IEC 17065 referencing the relevant IMDA technical specifications.
    • A copy of the CB's associated testing laboratory Scope and Certificate of Accreditation to ISO/IEC 17025 referencing the relevant IMDA technical specifications.
      • If the CB is accepting test data from other accredited testing laboratories, include:
        • A copy of the contractual arrangements made with each testing laboratory
        • The Scope and Certificate of Accreditation for each testing laboratory listing the relevant IMDA technical specification

Once NIST has reviewed the application and confirmed its completeness, NIST will forward a designation request to IMDA, who, under the terms of the MRA, has up to 60 days to respond to NIST.
