EVSE Training for Weights and Measures Officials and Service Agents

On September 1 to 4, 2026, several NIST Office of Weights and Measures (OWM) staff members participated as trainers in the National Council on Weights and Measures (NCWM) third and final Electrical Vehicle Supply Equipment (EVSE) training for Weights and Measures officials and registered service agents (RSA) in Annapolis, Maryland. OWM wishes to acknowledge the NCWM EVSE Technical Conference Planning Committee for their efforts and success in planning and executing these valuable, helpful, and extremely well-attended training events.

The 3.5-day event was attended by over 70 participants, including weights and measures officials, inspectors, service technicians, and industry representatives, and involved both classroom and hands-on training. The hands-on training covered field inspections and testing of AC and DC chargers at two separate commercial locations. Attendees were trained to inspect retail EV charging stations in accordance with the current NIST Handbook 44 requirements.

OWM presenters included:

Katrice Lippa, OWM Chief, who delivered the keynote address, setting the tone for the week, saying, “… over the next several days, you share a common purpose: to build the technical knowledge, practical capability, and working relationships necessary to ensure that electric vehicle charging becomes a marketplace that people can trust.”

David Sefcik, OWM National Legal Metrology Program Leader, who discussed the “History and Role of NIST in Weights and Measures,” as well as the “Elements of a Weights and Measures Program for EVSE.” 

Loren Minnich and Mike Stocker, OWM Instructors, who provided training on NIST Handbook 44 requirements, particularly the General Code and Section 3.40 for Electric Vehicle Fueling Systems. They also taught method-of-sale requirements, device evaluation, certification, SI traceability, inspection procedures, and field testing, including a review of the Examination Procedure Outline (EPO) 30, Retail Electric Vehicle Fueling Systems. Practical questions involving hardware, software, activation methods, applications, communications systems, and the realities inspectors encounter at an actual charging site were also discussed.

So where do we go from here? NIST OWM, led by Mike Stocker, has developed a 5-day EVSE Comprehensive Metrology Training Program to be held at the NIST Gaithersburg campus. It is a full week of technical, hands-on training intended for officials, registered service agents (RSAs), and metrologists. 

The training includes a dedicated classroom and laboratory space that will house EVSE equipment on the Gaithersburg campus for hands-on testing. The class size will be limited to 12. The first class, a beta test to help refine the training, will be held from November 16 to 20, 2026. Official class offerings will begin in the Spring of 2027.
