Incorporation by reference (IBR) allows Federal agencies to comply with the requirement to publish rules in the Federal Register and the Code of Federal Regulations (CFR) by referring to materials already published elsewhere. 

• NIST Standards Incorporated by Reference (SIBR) Database - a searchable collection of standards referenced in regulations - Voluntary consensus standards, government-unique standards, industry standards, and international standards referenced in the Code of Federal Regulations (CFR).

• Administrative Conference of the United States (ACUS) Recommendation on Incorporation by Reference - The Conference has conducted a study of agency experience with the practice of incorporation by reference, including the use of voluntary consensus standards. This recommendation identifies and encourages those approaches that have proven most successful.
• American National Standards Institute (ANSI) Incorporated by Reference (IBR) Portal - the ANSI IBR Portal provides a mechanism for access to standards that have been incorporated by reference in the U.S. Code of Federal Regulations (CFR). 
• Federal Register Incorporation by Reference (link is external) - information on IBR and how to locate a standard incorporated by reference in the Code of Federal Regulations (CFR).
• Office of the Federal Register, IBR Handbook - The June 2023 IBR Handbook replaces all other versions of the handbook.
