Abstract
This draft report was submitted to the President by the Secretaries of Commerce and Homeland Security as required by the May 11, 2017, Executive Order, Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure. That order directed the Secretaries to submit a report identifying and promoting actions by key stakeholders dramatically reducing threats perpetrated by automated and distributed attacks (e.g., botnets). The report was created collaboratively with the private sector through an open and transparent process, and specifies 29 actions to achieve five overarching goals.
