Reinforcing Interactions Between the ATP and State Technology Programs. Volume II: Case Studies of State and Federal Support to High-Tech Start-Up Companies

Abstract

This report describes the evolution of four companies and illustrates the various roles that state governments may play in the early stages of a high-tech start-up company, and in relationship to federal programs supporting industry R&D activities, particularly the Department of Commerce Technology Administration's Advanced Technology Program (ATP). State programs may complement the ATP, particularly in industries where new firms are an especially important source of innovation. Through universities, states have supplemented the capabilities of new firms to carry out their R&D and commercialization plans, while the ATP has provided direct support for these companies' early R&D activities. By investing in university research capabilities of some importance to local industry and encouraging cooperative research activities between university faculty and industry-based researchers, states become a major resource to small companies in carrying out their advanced R&D plans. For companies that have little or no private funding, the provision of matching funds for federal R&D projects may be important.
