Abstract
OMB Circular A-119 requires NIST to report annually to OMB on Federal agency participation in voluntary standards activities. This report (covering the period (October 1, 1997, through September 30, 1998) also describes fulfillment of similar requirements of the Technology Transfer Act regarding use of voluntary standards and participating in private sector standardization work, as well as the informational and coordinating roles of the National Institute of Standards and Technology. Further actions are recommended to strengthen the Interagency Committee on Standards Policy and the efforts of all Federal agencies to fulfill obligations under the Circular and the Act.
