NIST OWM conducted a Vehicle and Axle-load Scales training class from June 22 to 25, 2026, in Frankfort, KY, for twenty-four participants representing 12 state jurisdictions. The training was facilitated by OWM instructors Loren Minnich and John McGuire.
The agenda included in-class training and a field demonstration of the testing process for an electromechanical vehicle scale and a mechanical full-capacity beam scale, covering topics such as NIST Handbook 44, Examination Procedure Outline 13 (2026), the preparation, inspection, pre-test, test, and evaluation of a vehicle scale, safety considerations, proper test equipment, specifications unique to large capacity scales, installation and maintenance issues, and the application of tolerances to vehicle and axle-load scales. In addition, a half-day field exercise supplementing the classroom training was held, consisting of demonstrating the test procedures for an electromechanical vehicle scale and a full-capacity beam vehicle scale.
Kristin Walter, Agriculture Program Supervisor, Bureau of Standards, Arkansas Department of Agriculture, thanked NIST OWM for “the highly productive and informative large-scale training,” stating that she “learned a great deal and will use this knowledge to improve efficiency and strengthen the regulatory weights and measures expertise amongst staff within our program.”
Cole Wollitz, Compliance Technician II, Building and Commercial Measurements, Montana Department of Labor & Industry, said “thanks again for teaching the class. There was a ton of good information, and I was able to learn a lot.”
