Mr. Baltic is recognized for his leadership, initiative, and technical foresight in building, scaling, and sustaining a world-class construction and maintenance program at the NIST Center for Neutron Research national user facility that has been essential in establishing the facility as one of the world’s best. This program provides for the deployment, maintenance, repair, and upgrade of nearly 30 state-of-the-art cold and thermal neutron instruments and the associated infrastructure.
