Mr. Phillips' extraordinary administrative support efforts have contributed to the success of one of the largest divisions at NIST, which has numerous management challenges and diverse cultures. During the past year these challenges have significantly increased with the retirement of the longtime division office manager. Phillips has assumed all of the responsibilities of this position in addition to his own duties as office manager to the deputy division chief, and he continues to function in both roles. This multitasking effort is made possible by his remarkable organizational skills, his expertise in administrative functions, his knowledge of NIST procedures, and his problem-solving abilities.
