Dr. Cular is recognized for creating new measurement services that assure the quality of NIST’s best-in-the-world programmable Josephson voltage standard (PJVS). PJVS devices are backed by the NIST calibration program and depend on Dr. Cular to bring NIST expertise directly to customers, proving that quantum accuracy can be achieved under the real-world conditions of laboratories anywhere in the world. Quantum standards are intrinsically reliable, but operators and their laboratories are not. Cular’s calibration service rigorously tests the PJVS and operator in real environments, and lays the groundwork for global acceptance of future NIST quantum devices for the dissemination of the International System of Units.
