AWARD CITATION

Mr. Barton is recognized for leading a diverse set of stakeholders in creating the first-ever legal metrology standards for “app-based” transportation-network measurement systems used in ride-hailing applications. The national work group he formed and led brought together technical experts, regulators, and industry members, creating a much-needed forum to resolve competing interests in this previously unregulated, multi-billion-dollar industry. Together they developed standards for these new app-based systems and updated standards for conventional taximeter systems, facilitating a level playing field and paving the way for the development of standards for other legal metrology applications using app-based platforms.
