The National Institute of Standards and Technology Communications Technology Laboratory (NIST CTL) is proud to announce that Dr. Laura Sinclair has been selected as a recipient of the prestigious Arthur S. Flemming Award. Presented by the George Washington University Trachtenberg School of Public Policy and Public Administration, the Flemming Awards honor outstanding federal employees whose contributions advance public service.
Dr. Sinclair was recognized in the Applied Science and Engineering category for her pioneering research in femtosecond free-space optical time-transfer. Her innovative work has redefined what is possible in precision timekeeping, demonstrating performance a thousand times more accurate than GPS-based time transfer and laying the foundation for future global time-transfer networks.
Throughout her 12-year tenure at NIST, Dr. Sinclair has authored foundational research, led high-performing teams, and driven the development of technology critical to redefining the second. Her breakthroughs enable attosecond control of light fields at ultra-low power, breaking long-standing technical barriers and opening new frontiers in quantum networks, advanced navigation, chronometric geodesy, and distributed black hole imaging.
