NIST OWM Info Hour: Considerations When Regulating Railroad Track Scale Traceability with NIST Handbooks 44, HB 105-8, HB 130, and HB 143

In this session, we present an overview of the significance and the contribution of the established documentary standards to the regulation process of a weighing device, in this case a railroad track scale, in terms of traceability (certified source) and the tolerance (accuracy). The requirements for a rail weight cart field standard to be calibrated and traceable is a particular focus. A case study of railroad track scale weighing device is presented as this type of weighing device in the marketplace involves many parties (local government, metrology laboratories, scale service industry, weight cart manufacturer industry, railroad industry, standard documentary organizations, and others) that intersect at the time of the regulatory action, the inspection. You will learn through the case study what considerations apply to help a regulator or technician understand the risk within the regulation system when uniformity and standards are slack or stressed.

Sections of the established documentary standards will be highlighted, including tolerance of the weighing device and fundamental considerations (HB 44) model law for service agents (HB 130), specifications of a weight cart (HB 105-8), significance of a calibration certificate and role of the metrology calibration laboratory (HB 143 and/or NVLAP HB 150-2 and ISO/IEC 17025:2017).

Then the info hour shifts to open discussion and group contributions to review best practices for reaching the goal of equity in the marketplace within the legal weights and measures structure.
