Abstract
We present a description and detailed error analysis of a polarization-mode dispersion measurement system which used the Jones matrix eigenanalysis measurement technique based on a rotating-waveplate Stokes polarimeter. The uncertainty of the system (at the 95% confidence level) is 3.2 fs and is due primarily to uncertainty of PMD in the fiber leads used in the measurements.
