Abstract

We present a simplified method for protecting an incumbent in shared spectrum when the secondary users are managed by independent spectrum access systems (SASs), as is the case in the 3.5 GHz Citizens Broadband Radio Service. Interference protection is guaranteed in terms of a percentile of the aggregate interference power. The proposed method is a vast simplification over current practice which requires each SAS to obtain a global snapshot of interference and use a common algorithm to manage it. Further, it permits each SAS to independently manage its users while still meeting overall aggregate interference protection requirements.
