Abstract

The Research Advisory Committee (RAC) at the National Institute of Standards and Technology (NIST) in its 2000 Annual Report to the NIST Director expressed concern that the NIST Research Library would not be able to meet the research needs of the scientific and technical staff in the very near future due to inadequate and stagnant funding. In response to these concerns, the NIST Director asked the Research Library to develop mechanisms for gauging this impact. The Research Library undertook two self-evaluative projects: a customer survey and a benchmark study. This article will describe how the integration of data collected through these two exercises provided important guidance for strategic planning, decision-making and operational improvements.
