5G NR and LTE Coexistence in Public Safety Communications

Abstract

5G New Radio (NR) offers the promise of supporting new Public Safety Communications (PSC) services. Since the majority of the frequency bands worldwide are used by 4th Generation (4G) Long Term Evolution (LTE) and because options such as acquiring new spectrum and spectrum refarming are expensive, network operators will likely continue to use the existing 4G LTE commercial cellular infrastructure while they migrate to NR. Also, migration to NR will not make LTE obsolete since operators will need to maintain LTE operations to provide services to legacy devices. As a result, LTE and NR systems will coexist for the foreseeable future. This talk will address this issue of coexistence between LTE and NR in PSC, specifically, in different verticals of PSC. We will discuss coexistence involving Machine-Type Communication (MTC), Narrowband-Internet of Things (NB-IoT) communications and Vehicle-to-Everything (V2X) communication. We will examine the work of 3rd Generation Partnership Project (3GPP) on the issue of coexistence, identify the gaps in its ongoing works, and discuss major coexistence use cases that can occur between LTE and NR networks. Lastly, we will introduce a novel resource usage and allocation model that is generic and applicable to all the coexistence scenarios under study, with the aim to provide a means for PSC stakeholders to better determine which coexistence solution is best suited for their particular applications.
