Dr. Cook is an NRC Postdoctoral Fellow at the National Institute of Standards and Technology. As part of the Earthquake Engineering Group, Dustin specializes in performance-based earthquake engineering, structural analysis and design, risk quantification, and post-earthquake building recovery. Prior to joining NIST in 2021, Dr. Cook was a graduate researcher at the University of Colorado Boulder where he completed his PhD; his work at CU Boulder focused on benchmarking the first- and second-generation performance-based earthquake engineering methods against empirical data and cumulated in a new performance-based framework for assessing functional recovery and building downtime. As an NRC Postdoc, Dr. Cook is developing a framework to calibrate functional-recovery-based prescriptive design requirements from performance-based methods to aid ongoing policy initiatives targeting resilient infrastructure.
