Construction Quality and Assurance for Functional Recovery Design

Abstract

As part of the ACI 374A Subcommittee on Design of Reinforced Concrete Structure for Functional Recovery, the authors held six expert panel discussions with experts in various aspects of building design and construction. The goal of the discussions was to assess current state of construction quality assurance and propose improvements and modifications to current procedures to ensure that construction of structures designed for functional recovery objectives is of the quality necessary to achieve the desired seismic performance. While the discussions initially targeted only the construction and inspection of reinforced concrete structural members, topics that extend beyond structural members to also include nonstructural components, design team buy-in, coordination, definition of new roles, and understanding the day to day operation of the building often arose during the discussion. This paper summarizes the key takeaways and recommendations from the expert panel discussions. It further introduces the proposed modifications to the current construction process. While the proposed recommendations are not in "code-ready" language, they provide enough information so they can be readily implemented on projects on voluntary basis and smoothly adopted into code language.
