Promoting Quality in Laboratory Testing

Abstract

The Cement and Concrete Reference Laboratory (CCRL) provides laboratory inspection and proficiency sample programs that are used to evaluate testing laboratory competency. CCRL, which is sponsored by ASTM, along with the American Association of State Highway and Transportation Officials (AASHTO) Materials Reference Laboratory (AMRL), make up the Construction Materials Reference Laboratories (CMRL) of the Building and Fire REsearch Laboratory (BFRL). BFRL is part of the National Institute of Standards and Technology (NIST). CCRL was originally established at NIST (formerly NBS) in 1929 as the Cement Reference Laboratory with the goal of ensuring the quality of portland cement supplied to U.S. government projects. its name was changed to CCRL in 1965 after its scope was expanded to include portland cement concrete. CCRL later added blended and masonry cements, pozzolans, aggregates, concrete masonry units, and reinforcing steel to the scope of its programs, and recently added inspections of cement laboratories according to ASTM C 1222, Standard Practice for Evaluation of Laboratories TEsting Hydraulic Cement.
