Ultrasonic Extraction/Anodic Stripping Voltammetry for Determining the Amount of Lead in Dust: Summary of the NIST Data

Abstract

Previously published laboratory studies have indicated that ultrasonic extraction/anodic stripping voltammetry (UE/ASV) may be suitable for quantitative field analysis of dust wipe samples. Nevertheless, on-site lead extraction and analysis of dust wipes by UE/ASV are not currently used in federal programs for controlling and abating lead hazards in housing. A limitation to adopting UE/ASV is that the effect of the field operator (i.e., the analyst) is unknown. The availability of a reliable field test procedure for determining the amount of lead in dust could help to provide the basis for promulgating regulations that allow on-site lead extraction and analysis. Thus, the U.S. Department of Housing and Urban Development (HUD) sponsored a study to evaluate the effect of operator when certified lead risk assessors or inspectors, trained to conduct UE/ASV analyses, performed such analyses of laboratory-prepared dust wipe specimens using commercial, field-portable apparatus. Four other experimental variables were also investigated: dust wipe, certified reference material (CRM) type (used to spike the wipes with dust), lead level, and filter treatment of the UE extract solution before ASV analysis.As sponsor of the study, HUD requested that NIST research staff make the UE/ASV data obtained in the study available at an upcoming meeting of ASTM Subcommittee E06.23 on Lead Hazards Associated with Buildings. This Subcommittee has responsibility for development of ASTM standards associated with UE/ASV for Determining Lead in environmental media including dust. In response to the HUD request, this report presents a summary of the NIST data in graphical form. The uncertainty of the ASV measurements, estimated from published data on analyzing lead in Standard Reference Material (SRM) 1579, is 10 %. An outline of the experimental design used in the test program is also given in tabular form. No discussion of these UE/ASV data is given. A draft report has been prepared and is under review at NIST. The intent of making the data available to ASTM E06.23 is to elicit discussion as to how they impact the revision and/or development of standards associated with UE/ASV analysis of lead in dust. ASTM E06.23 members will receive copies of the NIST final report after its publication.
