What Gets Measured, Gets Managed: A Case Study of Construction Safety

Abstract
This article describes efforts within NIST's Building and Fire Research Laboratory to develop baseline measures for the National Construction Goals. The National Construction Goals were established in collaboration with representatives of the construction industry by the Subcommittee on Construction and Building of the National Science and Technology Council. Baseline measures and measures of progress are being established for each Goal for each of four key construction industry sectors: (1) residential; (2) commercial/institutional; (3) industrial; and (4) public works. How the baseline measures may be used to improve performance within the construction industry is illustrated through a case study of construction safety.
