Abstract
As adoption of electric vehicles (EVs) increases across the United States and charging equipment to power vehicles is installed, the electricity system, states, utilities, EV manufacturers, EV supply equipment (EVSE) manufacturers, and stakeholders are grappling with how to ensure smooth integration of these resources. Interoperability ensures that communication, coordination, and integration of devices, such as electric vehicle supply equipment (EVSE), are integrated efficiently and effectively. In July 2021, as part of an ongoing initiative, the Connecticut Public Utilities Regulatory Authority (PURA) established a statewide, zero-emission EV program. In this program, utilities were tasked with developing requests for proposals (RFPs) targeted at prospective EVSE providers. To aide in the development of these RFPs, the National Association of Regulatory Utility Commissioners (NARUC) and Plugged in Strategies, with support from the U.S. National Institute of Standards and Technology (NIST), consulted with the PURA to facilitate an EVSE interoperability stakeholder working group.
