Evaluating the Consistency between Prescriptive and Performance-Based Seismic Design Approaches for Reinforced Concrete Moment Frames: ASCE 7 versus ASCE 41

Abstract

The structural performance of a set of ASCE 7 code-compliant archetypical reinforced concrete moment frame buildings is assessed using Tier 3 analysis procedure in ASCE 41.In recent years, practicing engineers increasingly use ASCE 41 as an standard to design new buildings due to its capability to assess the response of buildings against a specific target performance. The trend of employing the ASCE 41 in design of new buildings has happened in recent years with no concerns regarding the primary goal of ASCE 41 that is evaluating existing buildings. Moreover, the linkage between the structural target performance in ASCE 41 and more traditional prescriptive design documents such as ASCE 7 is unknown. In order to study the linkage between ASCE 41 and ASCE 7, the performance of a set of 4- and 8-story reinforced concrete special moment frame buildings deigned in accordance to ASCE 7 is assessed using four evaluation methodologies defined in the Tier 3 analysis of ASCE/SEI 41 at collapse prevention performance level. The evaluation results show that the buildings designed per ASCE 7 may not meet the expected performance in ASCE 41 depending on the evaluation methodology employed. The results presented here are based on an ongoing study and may be subject to change.
