AWARD CITATION

Miller is recognized for leading efforts among metrology participants in state weights and measures and industry laboratories to complete interlaboratory comparisons in mass, length, volume, time and frequency measurements. His leadership enabled significant program improvements in standardized reporting and analyses, and compliance with international standards for proficiency testing. Miller's leadership provided over 90 laboratories with opportunities for measurement improvements, laboratory recognition, accreditation and compliance with proficiency testing requirements.
