Abstract
Smart City projects are moving from trials to complete Smart City realizations. So, new challenges are rising: Smart Cities must work as complex ecosystems of interoperable and replicable services. However, what is happening is the prolif-eration of non-interoperable and poorly portable vertical services. The barriers among these silos should be urgently diminished. Different approaches have been attempted with this aim, but no single one of them has been definitive. The inter-national initiative IES-City is born for providing a consensus foundation of archi-tectural principles for interoperable Smart Cities. IES-City evaluates global exist-ing frameworks, tools and applications for distilling a common set of Pivotal Points of Interoperability (PPI). PPI aim to reduce the barriers to deployment of interoperable Smart Cities. IES-City conceives that such PPI exist in practice and need only be discovered to be relied upon to reduce barriers to interoperability. This paper describes the approach and methodology of IES-City work-in-progress.
