Richard A. Rouil (Fed)

Richard Rouil received his Ph.D. in computer science from Telecom Bretagne, France, in 2009 focusing on user mobility in heterogeneous networks. Dr. Rouil is currently the Chief of the Wireless Networks Division in the Communications Technology Laboratory at NIST.

Since joining NIST is 2001, Dr. Rouil has worked in multiple domains including optical networks, IP mobility, and wireless technologies (e.g., WiMAX, LTE, and New Radio). Dr. Rouil participated in several standardization groups with IEEE, IETF, WiMAX Forum, and 3GPP. Dr. Rouil has authored or coauthored over 50 publications and developed several simulation tools for evaluating communication systems including WiMAX, Mobile IPv6, and LTE Device-to-Device. Between 2014 and 2022, Dr. Rouil was leading the modeling work for public safety communications in the Wireless Networks Division. The team made significant contributions to 3GPP and published numerous tools and papers in the areas of mission-critical voice and D2D communication. In 2018, the team’s work on mission-critical voice was recognized with a Department of Commerce Bronze Award. Prior to his current position, Dr. Rouil was the leader of the Wireless Systems Innovation and Performance Group in the Wireless Networks Division.
