Ms. Joy Brooks is an Administrative Specialist for the International and Academic Affairs Office (IAAO) at the National Institute of Standards and Technology (NIST).
Joy's primary job function is to oversee the NIST PREP (Professional Research Experience Program) for the Gaithersburg campus, a crucial platform that facilitates the management and coordination of all PREP program activities on the Gaithersburg campus. As the primary administrator of this system, Joy ensures that all aspects of the PREP program—from participant registration to project tracking—are efficiently managed. The ServiceNow platform streamlines communication between students, mentors, and NIST staff, ensuring that program milestones are met, resources are allocated, and progress is monitored effectively. By maintaining this system, Joy ensures the program runs smoothly and all participants receive the support they need to succeed in their research.
Joy also leads the NIST Foreign Visitor Program and serve as liaison with other US Government agencies on their Foreign Visitor Programs. She routinely responds to visit inquiries and coordinates with individuals of international travel coordinating agencies, other Government agencies, US and Foreign Embassies, and appropriate NIST staff regarding short-term visits of foreign nationals to NIST. She serves as the primary point of contact for all international visitors to NIST and maintains knowledge of current policies and procedures regarding the coordination of international visitors. She reviews NIST processes for improvements and makes recommendations to streamline processes, where feasible. She develops sustainable relationships with NIST counterpart organizations abroad in order to further NIST mission objectives, support US Foreign Policy objectives, and promote US measurement standards.
