The fourth meeting of the National Construction Safety Team (NCST) Advisory Committee will be held on Tuesday, June 22, 2004, from 8:00 a.m. to 5:00 p.m. and on Wednesday, June 23, 2004, from 8:00 a.m. to 4:00 p.m. in the Employees Lounge at NIST Headquarters in Gaithersburg, Md. The meeting on June 22 is open to the public; on June 23, the open session adjourns at approximately 2:15 p.m. and there will be a closed session from 2:30 p.m. to 4:00 p.m.
The primary purpose of this meeting is to provide an update on the World Trade Center (WTC) Investigation. The agenda also will include a discussion on the Rhode Island Nightclub Investigation. The public will be given the opportunity to speak to the committee on Tuesday, June 22, 2004, from 4:00 p.m. to 5:00 p.m. in five-minute time slots, as time permits, on the two current investigations and the NCST Act implementation. The Department of Commerce Assistant Secretary for Administration, with the concurrence of the General Counsel, formally determined on May 28, 2004, that portions of the meeting of the National Construction Safety Team Advisory Committee that involve discussions regarding the proprietary information and trade secrets of third parties, personal privacy of third parties, preliminary findings the disclosure of which might jeopardize public safety, data collection status and the issuance of subpoenas, and matters the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action may be closed in accordance with 5 U.S.C. 552b(c)(4), (6), (3), (10), and (9)(B), respectively.
