This International Organization of Legal Metrology (OIML) Letter of Appreciation recognizes Ralph Richter for his outstanding contribution and leadership in the revision of OIML R 117 (Dynamic measuring systems for liquids other than water), the definitive international standard on this topic.  Mr. Richter meticulously and collaboratively led the project to revise all three parts of OIML R 117, a 700+ page Recommendation that serves as the world-recognized authoritative standard for liquid flow measuring instruments, covering an extremely wide variety of types of liquids.
