Abstract

NIST is a designating authority under two government-to-government agreements on the mutual recognition of conformity assessment results in regulated sectors. As such, NIST is responsible for designating U.S. conformity assessment bodies that are competent to perform conformity assessment activities for compliance with participating foreign governments' technical and administrative requirements. NIST surveyed designated U.S. Conformity Assessment Bodies (CABs) to determine the effectiveness of the Mutual Recognition Agreements/Arrangements (MRAs) that the U.S. government has implemented with its trading partners. The survey involved CABs designated under the European Community-United States (US-EU) MRA and the Asia-Pacific Economic Cooperation (APEC) MRA on Telecommunications Equipment. Each CAB was sent a questionnaire that solicited information on the extent of work performed under MRA provisions and its experience with the MRA(s). A majority of the CABs reported positive experience in one or more aspects.
