Dr. Ratcliff is recognized for his robust outreach efforts inside NIST and across the academic community in mentoring young scientists at all levels and leading by example to increase the diversity and inclusivity of the scientific workforce. He has mentored many students in the NIST SHIP (high school) and SURF (undergraduate) summer programs, co-chaired the NCNR DEIA committee, and served on the NIST DEIA Strategic Plan committee. He represented NIST at the NSF-sponsored Quantum Noir workforce and has engaged with historically Black colleges and universities such as Howard, North Carolina A&T, Morgan State, and Fayetteville State University. Dr. Ratcliff chaired the American Physical Society Committee on Minorities in Physics and was a member of the steering committee of the APS-Inclusion, Diversity and Equity Alliance project. He has served for several years on the program committee for the National Society of Black Physicists.
