Norris is recognized for leading innovation in the Standard Reference Photometer program, which is the foundation of the global infrastructure of ozone monitoring networks. Since the inception of the program in the 1980s, Norris has designed, fabricated and supported the instrumentation used by other national metrology institutes and air quality reference laboratories worldwide to establish measurement traceability for ozone. His technology innovations have reduced measurement biases and have promoted global harmonization of atmospheric measurements to support air quality assessments, regulatory compliance and public policy decision-making.
