David Sefcik of the NIST OWM received the 2023 NCWM Outstanding Contributions Award for his service as a co-organizer of the 2022 NCWM-NIST National Survey on 20 lb LPG (Propane) Cylinders. The study was conceived by and conducted in partnership with NCWM Chair Ivan Hankins. The outcomes of the study also serve to benefit the LPG industry by demonstrating the need for improved quantity control to protect their profits, and consumers to help ensure they get what they pay for.
David provided the initial study design including foundational presentations to NCWM, delivering training for over 150 inspectors across the nation to ensure consistency in data collection for all three phases of the study, and ultimately assisting NWCM with a draft petition to the U.S. Department of Transportation to revisit 2022 rule-making that supersedes the weights and measures standards in NIST Handbook 130 for tare on 20 lb cylinders, standards that have been in place for over 30 years.
