Cecile Pham (Fed)

Cecile Pham is the Senior Partnership Officer in the Technology Partnerships Office (TPO) of the National Institute of Standards and Technology (NIST). Invention Disclosures and Agreements involve complicated processes, and Ms. Pham assists Principal Investigators with the required filings.

Cecile also provides training to Principal Investigators and to NIST staff on technology partnerships, and she reaches out to the broader scientific community on that subject.

Before coming to NIST, Ms. Pham was a contracting officer with expertise in technology transfer.  At NIST, she negotiates the terms and conditions of contracts with external parties to advance NIST’s mission to promote American innovation and industrial competitiveness. She does so with an emphasis on mitigating risks.

Cecile has two Bachelor of Science degrees from Wichita State University, one in Chemistry/Business and the other in Business Administration. She holds a Master’s degree in Biotechnology from Georgetown University and an Executive M.B.A. from the Quantic School of Business and Technology.
