Abstract

From September 2011 to September 2012, the NIST Law Enforcement Standards Office (OLES), sponsored by the U.S. Department of Homeland Security Science and Technology Directorate (DHS S&T), collected recommendations for the adoption and/or development of explosives standards by DHS and identified explosives standards gaps. The process was a collaborative effort between federal, state, and local stakeholders including DHS, Department of Defense, Department of Treasury, Department of Commerce, Department of Justice and the National Bomb Squad Commanders Advisory Board (NBSCAB). The process was purposely inclusive and all input was considered in the final analysis phase. Sixteen standards were recommended for DHS adoption and eleven new standards gaps were identified.
