| Title: | The Development of an Industrial Standard (Standard Reference Material) SRM 2090 |

| Abstract: | This management report documents, as a case study, the development of a new industrial standard, SRM 2090, from the view point of the technologist. This report can be viewed as a generic template for the development of a state-of-the-art NIST standard. No roadmap exists for this type of work. The existence of a roadmap implies that the area mapped was at least surveyed. Where state-of-the-art standards'' development issues are concerned, this is not always the case. This is an exploratory expedition and this report becomes a roadmap showing that the development of any standard requires technology management, quality processes, and teamwork. This is an iterative process that relies on external cooperation and commitment by the relevant industry for successful issuance of the standard. Included in this report are several recommendations for a new paradigm for the Standards Reference Materials Program at NIST. |
