Abstract: Elastic, inelastic, and superelastic scattering of electrons by and electron-impact ionization of excited atoms are reviewed and discussed and the role of the electric dipole polarizabilty in the interaction of slow electrons with excited atoms is indicated. The meager knowledge on the scattering of slow electrons from vibrationally and electronically excited molecules is also summarized and discussed, as well as the available information on excitation and ionization by electron impact of electronically excited molecules. The available data on the processes of electron attachment to vibrationally/rotationally and electronically excited molecules and the processes of electron detachment from energy-rich transient anions are also summarized and discussed.
