Mr. Lowe is recognized for his breadth of contributions over decades of dedicated service, advancing science, measurement services, publicity, staff development, and educational outreach. He made key scientific contributions to the world's most accurate atomic clocks, and as group leader and deputy division chief he oversaw many of NIST's most essential and visible time-generation/distribution services, including the radio stations, and implemented key safety and security measures. Perhaps most distinctive has been Lowe's tireless commitment to his colleagues and to NIST; he has long been one of NIST's most visible faces as a resident historian, and has worked tirelessly to create a supportive and inclusive culture within NIST.
